On trying to load / install PageMaker I get a message "Cannot find icon.dll".

Try reducing the number of fonts you have installed. This seems to happen with an installation when more than around 600 fonts are active. Using a font manager like ATM Deluxe which can activate sets of fonts may be a permanent solution.
